Business Reason
Need a way to designate a person (subscriber or dependents) as a late enrollee.  Many plans are offering a different set of benefits or waiting periods for late enrollee's.  This would be a Maintainance Reason Code.
Suggestion
Add a new code to the INS04 with the definition of LATE ENROLLMENT
