Currently, TR3 written with Summary PLB03-1 listing values/qualifiers - includes 'IR' for IRS/federal withholding.  

No qualifier is available to support STATE withholding.  Request qualifier for state withholding to accurately report to providers in PLB03-1 on 835 transaction.

Recommendation
Disapprove. This is a request for a qualifier that will utilize an external code set in a future version of the TR3. Please see http://www.wpc-edi.com/content/view/996/1 for more information. The FAQs on the left-hand menu pane provide information on submitting requests for new codes. The work group has identified a workaround for industry use in the interim, which is documented in HIR 906. HIRs are located at www.x12.org/portal. The external code set is the “Claim Adjustment Reason Codes” code set.
